With "For Emma...", it was a wintry, moody, heartbreaky record. With Blood Bank and this vocoder stuff, we can obviously expect some different sounds from Vernon. At the beginning of this track, I too thought Kanye West immediately, but as it gets into the middle when he starts layering in different voice tracks and stuff it gets better.
